In the name of Allah

The problem of electricity in general, I mean in all Iraq especially in the middle and south of Iraq lies in several important matters which caused even though gradually to the tragic and bad situation of electricity and from these matters are the following

The first matter: It is colonial pressure file against the Iraqi people to make them kneel

The second matter: It is within Saddam previous policies to subjugate the people

The third matter: The corruption is one of reasons which led to wastage the electricity

The fourth matter: There is emergency line for the politicians and rich people not for the poor but even the other people which made those people (politicians and rich) pay no attention to them

The fifth matter: The terrorism and explosions which happen in public roads lead to damage the electric poles and conductive cables.

The sixth matter: The Geographical bad distribution of basic power plants

The seventh matter: The badness or corruption of the employees and the deviated who work in electric centers and plants

The eighth matter: The badness of electrical equipment such as the imported power plants, conductors and cables because they are in the hands of ignorant and corrupt people

The ninth matter: The badness of collecting the electricity fees and put them in the hands of unreliable people

The tenth matter: The badness of observation on electricity distribution and using it

The eleventh matter: The excessive use of the electricity especially in trade, owners of shops, hotels and the like, also government's offices

The twelfth matter: Surpassing on the electricity in informal way

The thirteenth matter: The urban surpassing and what is called; Hawasim

The fourteenth matter: The vital conditions and weather in general especially the heat of Summer which leads to damage many equipment and cables and the like

The fifteenth matter: Exclusion of experts and those who have experiences in this field

The sixteenth matter: Spread public private generators

The seventeenth matters: Spread the personal private generators and both matters benefit the merchants which lead not to take care in electricity practically

The eighteenth matter: Never finding substitutions as solar energy or the like beside to the nuclear or other

These reasons and others led to great deterioration of electricity in Iraq hence, it should highlight on the results because of this deterioration and from these results are the following

First: Deterioration of service situation in general

Second: Deterioration of health situation for those who expose to heat and coldness but even Deterioration of hospitals because they don't have electricity

Third: Deterioration agricultural situation because there is no enough electricity to do agricultural tasks specially to save crops and the like.

Fourth: spread the ignorance specially some teaching and scientific matters depend on electricity

Fifth: The popular grumble and increasing the resentment

Sixth: The religious grumble and immorality

Seventh: Spread the unemployment because the electricity has active role to create jobs opportunities

Eighth: Breakdown the work of service centers and factories which leads to noticeable decline in service and architectural matters and others

Ninth: Increasing traffic accidents specially at night

Tenth: The darkness leads to spread the crime, robberies and killing and the like

Eleventh: The general cultural deterioration specially with never providing the required electricity to operate the presses and other necessary equipment for publishing and printing

Twelfth: Some technological matters depend on electricity as internet and the general sites of social media which leads to deterioration of social situation and communication between society members

Thirteenth: Use the electricity file as false election propaganda

Fourteenth: Waste the public money on rehabilitation of electricity in impressive way which leads to deterioration of service and financial situation

Fifteenth: The banks and financial centers will be affected negatively because of electricity lack

Sixteenth: Giving bad reputation to Iraq and Iraqis because of the disability of supplying the less levels of electricity and it is clear sign of corruption and degradation

Seventeenth: Waste the oil energy as substitute of electricity for home and practical use in operating the generators and heaters and the like

Eighteenth: Water dams are negatively affected and it influenced on reaching the water to the houses and regions specially electricity is used to reach the water to the houses through water motors

Nineteenth: Deterioration of infrastructure in great way because it depends on electricity

Twentieth: Maybe there are other reasons which we overlooked them, the important matter is to find solutions after we mentioned the reasons and results of deterioration of electricity in general

However, the Iraqi government had overlooked many results and many reasons which we mentioned and didn't turn just to privatization or paying the fees as if it is the only reason of deterioration of electricity without clarity in mechanism of privatization, hence, we give some general matters to get Iraq out of electricity crisis even though gradually, therefore we suggest the following

First: Working on make agreements with global companies to rehabilitate the electricity in all Iraq through tenders to these companies

Second: There are external forces and top of them is occupation work to prevent the companies from entering Iraq, hence the government should negotiate with them concerning this matter

Third: Put high level security forces to protect electricity lines provided that it should be governmental regular force far from partisan and sectarianism

Fourth: Cooperating with the owners of generators till completing the project of electricity rehabilitation

Fifth: Working hard to end corruption concerning electricity and energy in Iraq

Sixth: Resorting to national expertise in order to manage the file of energy and electricity in the country far from partisan and sectarianism

Seventh: In the case of succeeding the project of electricity rehabilitation, so it should work on the following

A- Collecting the fees from the houses and shops in fair way and far from corrupters, taking in consideration the human cases

B- Legalizing the punishment law for those who don't pay electricity fees or try to surpass on electricity lines and also for those who use electricity in excessive way

C- Cooperating with the owners of generators for specific period because they benefit in emergency cases

D- Prevent the governmental emergency line which some governmental and partisan bodies exploit it

Eighth: Dismissal of current minister of electricity because he couldn't solve the current problems which the people suffer from them

Ninth: Iraqi free media should educate on never waste the electricity and never use it in random and useless way

Tenth: Import electricity equipment, spare parts and cables and others which suit the weather in Iraq, also it can import household appliances which are low consumption of electricity

Eleventh: Renew the agreements with neighbor states concerning the energy and electricity file

Twelfth: Each minister who receives a ministry should present a five – year plan and work on apply it in right way

Thirteenth: There are parties from inside work to remain the crisis of electricity for partisan or personal interests (internal or external), the government should deal firmly concerning this notice

Fourteenth: Allocating items in the budget for energy and electricity file which suit the difficulty of this file

Fifteenth: The electricity file is closely related with water resources and the oil resources, so the government should work on the following

A- Forming a diligent working cell to rehabilitate the electricity in all Iraq

B- A wide campaign to end corruption in these ministries without hesitation and it includes all

C- Resort to honest experiences concerning the file of energy and water and oil resources

If the government didn't work to fulfill these matters so it should bear all consequences and first of them is never keep silent on that clear negligence …we and the people have attitude so wait and I'm waiting with you
