In the name of Allah
A blessing that Allah bestowed upon me when He enabled me and those with me to be the biggest winning bloc in the elections, it is unprecedented win, then He made us the bloc or the Shiite biggest alliance; then He bestowed upon me to be the first who succeeds in forming the biggest bloc nationally (saving the home) and nominating a prime minister who is acceptable to all, I will not dispense with that, all praise is to Allah, the Lord of the creation
These alliances disturbed a lot, they hindered and they are still hindering, therefore and in order that Iraq doesn't remain without government and the security, economic and services situations and others deteriorate, here I give the (blocking third) a chance to negotiate with all blocs without exception to form national majority government without Al-Sadrist bloc from the first day of blessed month of Ramadan to the ninth of month of Shawwal Al-Mu'dham, till that day I ask you the invocation and accept the obedience
The dears in Al-Sadrist bloc mustn't intervene in that neither positively nor negatively; may Allah rewards them the best reward, thus I discharged my duty in front of all
