In the Abbasid reign (before 12 century), specially Al-Mutawakil period, Shia people were prevented from visiting of Imam Hussein's holy shrine through imposing impossible conditions; one of them it decided for anyone who wants to visit Hussein must pay a large sum of money.
People start to pay this large sum through selling their houses and some collectibles.
When the government (of Al-Mutawakil) saw that, it changed the condition. It decided that anyone want to do the visit, one of his (or her) hand will be cut. Imam Hussein lovers insisted to do the visit and give up one of their hands in the first year and other hand in the second. When the government sew that, decided to sink the holy shrine in water and kill anyone who tries to visit it.
But the Imam Hussein holy place is still high and people from different nations and religions come to visit it because Imam Hussein sacrificed himself for all humans.
