In the name of Allah

Allah made Makkah and Al-Medina Al-Munawwara the first ray of Al-Islam whereas Allah said: And this is how We have divinely revealed to you the Qur'an in Arabic, for you to warm the people of the mother of all towns –Makkah- and those around it, and to warm of the Day of Assembling of Which there is no doubt; a group is in Paradise, and a group is in hell

And from the Muhammadian genuine emanation and for continuation of Islamic genuine message method, Allah made as favor and mercy: Al-Najaf Al-Ashraf the first base of Shiism considering that it is the capital which Al-Imam the trustee and the caliph (Ali Bin Abi Talib) chose it for himself and for Muslims in general in the age of his caliphate; the light ray which was sent from Makkah and settled in Al-Najaf Al-Ashraf was and still the light for guiding the people and gathering the people on the truth and with the truth. The hearts were and still inclining to Makkah from everyplace whereas Allah said: And remember when We made this House (at Makkah) a recourse for mankind and a sanctuary; and take the place where Ibrahim stood, as your place of prayer, and We imposed a duty upon Ibrahim and Ismail (Ishmael), to fully purify My house for those who go around it, and those who stay in it (for worship), and those who bow down and prostrate themselves

And also said: And publicly announce the pilgrimage to all people –they will come to you, on foot and on every lean she-camel, coming from every far distant journey

Its doors are open for all but with organization in everything especially with increasing the number of pilgrims Muslims in the world whereas kingdom Saudi Arabia hastened in organizing the numbers and enacting the laws concerning Al-Haj; these laws must be according to the Sharia and from these laws: the official entering and through private or public passport, the medical test and abiding by the state laws and the like, these laws are applicable in all states which there are holy places and great shrines as Iran, Egypt, Syria and Al-Baqeei' and the like; all these states have their own laws which they must abide by them to avoid anarchy and the like. All states except the kingdom don't have only one holy place but Iraq has four shrines of six imams (peace be upon them) in addition to other holy places as Al-Kufa Mosque, Al-Hannana, Kumail, Al-Khatwa, Buratha Al-Adhamiya and Al-Qaylani each one according to his doctrine and belief, and also there are prophets' shrines (peace be upon them and upon the last prophet and the savior). Hence, they must abide by the laws of this state in all visits of the shrines and others and we specify in mention the (visit of Al-Arba'een) in the twentieth of Safar Al-Khair, we urge all people to abide by that, we specify in mention the Iranians brothers considering that their large number so welcome guests, Iraqis are obligated in hosting them with all their nationalities as long as they are abiding by the organization, public bases and applicable law in Iraq, the host is obligated in respect his guest, also the guest must abide by hospitality ethics not he turns from guest to host as we are guests when we visit their state, the diplomatic and ethical dealing must be the same from the two sides who are abiding by the laws. So, the host must provide all hospitality requirements from food, drink, dwelling and high ethical dealing and prefer all nationalities on the Iraqis because it is our merit we the Arab Muslims and as it was said: Our guest: if you visit us, you will be the host and we are the gusts

If they are like the hosts but they are guests and honored in it by our dignity and pride; the guest must enter through high level organization with permission and passport and respect the competent authorities and security forces and applicable laws and respect the host state especially with the million numbers which Iraq receives them in visit of Al-Arba'een in holy Karbalaa and visit of the great messenger death in Al-Najaf Al-Ashraf . Iraq isn't obligated in entering what exceed its ability as in Al-Haj or Al-Medina Al-Munawwara or visit (Al-Ridha from prophet family): (Ghareeb Toos) (Anees Al-Nufoos) or place of Al-Imam Al-Hussain 's head in beloved Egypt especially after opening it by the government with thanks. All people must abide by health prevention and cleanliness in the clothes, food and dwelling; then I address my speech to the official authorities especially in Karbalaa , they must be aware and set the security and the security forces take control in checkpoints only not the others as popular mobilization and Al-Saraya and the like. All Iraqis must control the self and stay away from friction, they must cooperate with the security forces and never raise pa.rtisan or m.ilitia or mobilization or Sardist slogans to keep on the safety of the visitors and holy places. This doesn't mean that we gather with the corr.upters under the tent of Al-Imam Al-Hussain, No and thousand No but we don't want the h.arm to the guests and visitors in general, people like us don't pay homage to people like them, the life with them is boring and d.eath is happiness without them. All visitors must raise their hands and invoke for their brothers in Yemen, Bahrain, Syria, Lebanon, Libya and Afghanistan who su.ffer from se.ctarian exp.losions and Burma and Pakistan especially after the floods in it and even Ukrainian people, finally invoke to the reformers in Iraq to end the corr.uption which is prevail in their country and Allah is the source of each success
